Step down DC 12V to 5V 3A 15W DC Micro USB Power Adapter" from eBay and it's here. It's been a solid 90-100 degrees Fahrenheit here in Texas for the summer though so I just haven't felt like burning up to get it done (no garage). I hope that solves my issue once I get it installed.
I used to have the same issue with my Tinker Board plugged into my crappy little Samsung TV and it took me a week of messing with it to figure out a solution. If I leave the HDMI settings to auto or 1080p60 everything works fine 100% of the time. However, while the TV accepts 1080p and 720p resolution inputs it resizes to it's native 1366x768. If I change the TB's output resolution to 720p (or anything else) it would display just fine until a reboot, where 9 time out of 10 I would have the same flickering of the backgroud, blank screens when opening apps or settings as seen in your video. It was confusing as it worked fine on the other devices I tried it on as it would default to 1080p output, as well as the rare boot where it worked normally.
I did find that if remoted in using Teamviewer everything would look fine on the other device, and disabling hardware overlays in the developer settings would return the Tinker Board to normal on its display. A reboot and the flickering issue returned as the HW overlay setting is not retained on shutdown.
If possible I'd switch the output HDMI resolution to auto or 1080p60 and hopefully that resolves the issue in the vehicle.

I will try that tomorrow. I've been manually setting the board to 720p for months because the screen in my car is only 800x480, if that high. But since I'm running through a converter it shouldn't really matter. Thank you for the suggestion.
@MPTP I think you may have saved my sanity! I've been running for several days with the board set to Auto resolution and I've had no problems so far. I'm hoping this was the ticket but I'll report back if I notice any issues. Thanks again for the suggestion!

It might be possible, just to write a timer which should save your resolution setting often. Then when the system starts will recover those settings. This is one method that assure to have the resolution even the power lacks suddenly, otherwise a startup and shutdown script will arrange to save your resolution setting as is done with alsa.
