USB reset from command line

Question 
Hi all. 

I have a 7" LCD with touch screen, and sometimes its stuck and does not respond to touches. Reconnecting it from USB helps. 

Is there a way to turn off/on USB power from a command line?

We just fixed this issue, but still need more test. You can reference the below commit.
