Reading encoder pulses

I want to read pulses from the magnetic encoder using Tinker Board. To be more precise, I have two wheels and I think I can communicate with them but now, I need to know how many ticks do the motors do in order to create odometry.

My encoder is connected to the pulse pin and I am looking to find ways to read the pulses and count the ticks.

I think you may attach a counter from the rk3288 chip to that. Otherwise to use an interrupt on a pin and set a counter.
All of this would imply to write a code with wiringPi, I think.
