Time resets on reboot when there is no Internet

I'm useing the android 6 13.14.0.95 image.
The bug happens every time when the system reboots and there is not internet connection, the time is resetted to 1.1.1970.

Does anyone know how to fix it?

Sorry that it is an issue of the image. Can you flash to this version ? By the way, this is Android N.

I tried this version already, and it doesn't have this bug (in 14.1.2.50 I came across this bug too)
currently, I prefer not to switch Android OS in my product, but if there is no fix for it I believe I don't have a choice
